SLS was founded in 1998 by Randall Humphrey and David Kelly, who together bring over 55 years of experience in utility infrastructure, civil construction, and environmental compliance. Their leadership is the foundation of our customer relationships and our reputation in the field.
OUR FOUNDERS
Randall Humphrey
President & CEO · Co-Founder
Randall brings over 30 years of supervisory and technical project management experience in environmental engineering and remediation and construction. Throughout his career he has served as DivisionManager, Project Manager, Field Services Supervisor, and Corporate Safety Officer – giving him a ground-level understanding of every aspect of utility site work.
David Kelly
Vice President & CFO · Co-Founder
David brings over 25 years of professional experience in problem solving, project management, humanresources, and inter-agency collaboration. His background spans roles as Director, Family InterventionSpecialist, and Caseworker – an unconventional path that has produced sharp operational instincts and apeople-first leadership style that shapes SLS’s culture.

SLS operates with a workforce of approximately 20 employees — all non-union — with an exceptional safety record by utility contractor standards. Our crews have the certifications, the experience, and the established relationships with specialized subcontractors to handle complex, fast-moving utility projects across Georgia.
